Born in 1790 in Helena, Oren to Philip de Rosius-Rourke and Maria Darkwood, Otis Maximillian de Rosius was the 1st Baron of Rosius, Fourth Proprietor of Redenford and a Knight of the Imperial Order of Merit. Furthermore, he served two terms as Lord Mayor of Providence along with serving as Providence's Head City Clerk after his retirement from Mayorship. During his time as Mayor of Providence, he constructed Rosius Avenue; the second-largest shopping strip in Oren.
