Imperial Mandate of Naval Licensing

For too long has the waters of our divine Empire been left to disorganized and undocumented rabble. Rogues and swashbucklers have been allowed to sail our seas without any sort of consequence and thus a Mandate has been crafted in order to ensure that the Holy Orenian Empire is home to safe and prosperous waters. This Mandate will apply to all Imperial territories, including its Elven vassals and Erochland.




I. IMPERIAL POLICY ON UNREGISTERED CRAFT

From 1529 onward, all vessels which make port or sail in seabound borders of the Holy Orenian Empire are to possess an official set of registration papers, certified by the office of the Admiral Admiral. Craft that are not registered under the proper documents officially do not exist in the Holy Orenian Empire. If such vessels were to make port in any Imperial harbour, they would fall under the Empire as an unclaimed craft, which the Empire will then have power to repossess for other purposes.
