Imperial Mandate of Naval Licensing

For too long has the waters of our divine Empire been left to disorganized and undocumented rabble. Rogues and swashbucklers have been allowed to sail our seas without any sort of consequence and thus a Mandate has been crafted in order to ensure that the Holy Orenian Empire is home to safe and prosperous waters. This Mandate will apply to all Imperial territories, including its Elven vassals and Erochland.




I. IMPERIAL POLICY ON UNREGISTERED CRAFT

From 1529 onward, all vessels which make port or sail in seabound borders of the Holy Orenian Empire are to possess an official set of registration papers, certified by the office of the Admiral Admiral. Craft that are not registered under the proper documents officially do not exist in the Holy Orenian Empire. If such vessels were to make port in any Imperial harbour, they would fall under the Empire as an unclaimed craft, which the Empire will then have power to repossess for other purposes.

This Mandate will take place on the first minute of the first hour of the first day of the year of our lord 1529. If you do not have your vessel registered by this point you will be at risk of losing it to the Empire. This is your first and only warning.

II. IMPERIAL POLICY ON CAPTAINCY

All Captains who command vessels within Imperial waters must possess a Captain’s license. This certifies that they are legitimate in their ability and experience and are capable at sailing through highly congested ports. Without this license any incompetent man could attempt to sail their ship into a harbour, causing chaos and likely destruction. A license of Captaincy must be officially approved through the office of the High Admiral.

Those who attempt to command vessels without a Captaincy license will be deemed a fraud and will be subjected to the full extent of Imperial Law. Much like the Mandate for ship registrations, this Mandate will come into effect on the same day as it.

III. IMPERIAL POLICY ON FOREIGN CRAFT

Craft which belong to foreign nations (ie. The Grand Kingdom of Urguan or the Iron Uzg) will under no circumstances enter Imperial waters without written, official documents from a relevant council member or the leader of said nation. Such an action would be taken as an act of aggression, and unless the vessel was denounced as mutineers or something similar, war may occur. Foreign vessels and Captains do not need licensing, however they do need the documents stated earlier lest they be destroyed.

IV. REGISTERING A VESSEL UNDER THE HOLY ORENIAN EMPIRE

In order to register your vessel under the Empire, you must first present the High Admiral or a representative of the High Admiral with your registration payment of 1000 Minas. After an official Imperial inspection is held, the High Admiral or his representative will present you with your registration papers, at which point you will pay for them (the fee of 1000 Minas). After this quick process is completed, your ship is registered.

At this time, the High Admiral has not appointed any representatives (The Holy Orenian Emperor may fulfill his duties, as he is higher up the Chain of Command).

V. OBTAINING A CAPTAIN'S LICENSE

In order to obtain a Captain’s license you must seek out the High Admiral or one of his representatives. You will be subjected to a short interview in which you will state your prior Captaining experience and your training in the field. After this interview is completed and you have been deemed satisfactory, you will present the High Admiral with your payment for the Captaincy fee of 500 Minas. He will issue you with your official license and you may resume your duties as a Captain.

VII. PRE-IMPLEMENTATION CAPTAINCY DISTRIBUTION

In order to maintain good relations with all non-traditional Imperial states such as Erochland and the Elven states, a select few of their leaders will be granted free Captaincy licenses. They will be distributed as follows:

VI. CONDITIONS OF REGISTRATION AND CAPTAINCY

You must follow a set of conditions in order to maintain your vessel’s registration and your Captaincy license. You will lose them if you break any major law, act against the Empire in any way or prove unsatisfactory in your ownership or operation of a ship and its crew. If you follow all Imperial Laws and act in the best interests of the Empire, your papers will not be revoked.
