Richard Victor Helvets is the firstborn son of Adrian I of Kaedrin, and is the Count of Rochefort. He is a revered Governor-General of Kaedrin, and is deemed responsible for the Rhoswenii Cultural Renaissance. He furthermore leads the counterculture against his son's normalization of Albarosan narcotics within Kaedrin, and is notorious for speaking truth to power in Imperial circles.
