At the pleasure of His Imperial Majesty the Holy Emperor John I, the powers and duties of the Bulwark of the Holy Empire are enumerated herein.


Section I Powers and Obligations of the Bulwarks of Oren The title Bulwark of Oren accords the holder certain powers and obligations, as declared in trust to His Imperial Majesty the Holy Emperor John I. They are as follows.

  • The Duty to ensure the propagation and enforcement of the Laws of the Holy Empire of Oren in petty criminal affairs.
  • The Duty to report and assess the military power of a nobleman within his region and report his findings to the Privy Council
  • The Duty to assess the level of training of levy forces and aid noblemen in training their levies if required
  • The Duty to maintain Law and Order in his area, in a manner consistent with the Emperor’s Peace when commanded to do so by the Emperor.
  • The Duty to arrange the annual regional payment to the Emperor.
  • The Power to execute writs (legal orders) issued by the Imperial Privy Council.
  • The Power to to hold his own tourn or court to discover common criminals and deliver them justice.
  • The Power to mete out punishments to petty criminals in the Holy Empire, in accordance with their duties as Bulwark.


Section II Limits of power

  • The Bulwark cannot arrest or question nobility without the direct written order of the Emperor or the Archchancellor
  • The Bulwark cannot forcibly arrest men under a noble without the nobleman’s consent, if there is a issue with one of the nobleman's men then the nobleman must be informed first by the Bulwark so he could take care of it, if the problem persists then it's the duty of the Bulwark to report it to the High Magistrate for legal action.
  • The powers of Bulwarks are limited within the region they are assigned
