From its start Hefrumm was a confederation of forest dwarf clans formed out of the Cottonwood Village, where the Cottonwoods allowed other forest dwarf clans to join them. Originally the forest dwarves were guided by the High Chief of Hefrumm, who the Chiefs elected amongs themselves. It was after the first High Chief Bjor Cottonwood that the High Chief became a title that was achived through elections with all forest dwarves having the ability to choose the High Chief. For many years the Chief and the High Chief ruled Hefrumm with the power relationships between each other, Hefrumm, and the Kingdom of Urguan being unclear. Depending on the situation of power of each their relationships to each other varied. Eventually a constitution was written by the soon to be High Chief Karl Blackroot, after the Seventh High Chief Ordvair Emberhorn went missing and the Grand King Jorvin Starbreaker demanded the relationship of Hefrumm to Urguan to be made clear.

Division of power in Hefrumm

Hefrumm fuctions under a division of power that is shared between different institutions of Hefrumm with the actors taking part, and their power within each institution varying in acordance to said institution's norms and regulations established in the constitution of Hefrumm.

High Chief

Of the institutions of Hefrumm the High Chief is the oldest and the only one that preceeds the Constitution. The power of the High Chief changed wildly from High Chief to High Chief, until the constitution was written. With its forging the power of the High Chief enshrined in the constitution.

Folk's Council

The Folk's Council is the Council composed of all the forest dwarves in Hefrumm. These forest dwarves through the Folk's Council get the ability to propose laws and regulations ofHefrumm that apply to internal affairs of Hefrumm. Additionally, the forest dwarves in the Folk's Council get the ability to vote on laws that are proposed through the Folk's Council. This gives the common forest dwarf control over the future of their community. The power enshrined in the constitution.
