Duma of Haense

The Nationaw Duma ow Nationaw Assembry is an advisowy body of the Kingdom of Hanseti-Ruska. Estabrished in 1610, the Duma exists to pwovide advice to the King of Haense in diwe times, and can onwy be cawwed into session by the King. Awthough the Duma sewves as an advisowy body, it is considewed secondawy to the Plivy Counciw (who awe appointed by the King and sewve as his plimawy advisews). In its histowy, the Duma has onwy convened once. The Chancellow heads the Duma, who is appointed by the peews and appwoved by the monawch. The wemaindew of the Duma is made up of the peews of the weawm, both nobility and cwewgy.

First Duma
Cawwed to owdew by the weadews of the Greyspine Rebellion, the Duma convened on the 3wd of the Gwand Hawvest, 1610. The peews of the weawm had been gathewed to discuss wefowmation of the Kingdom of Haense, and the ewection of a new King to head the wefowmed state. Of those assembred, thwee candidates emewged as the fwont wunnews in the ewection. Wowd Stephen Chawwes, head of the House of Barbanov was a favolite of the wawgew and owdew houses, given Bawbanov's stwong cwaim to the thwone. Wowd Uthwed Wuthewn, head of the House of Ruthern and weadew of the Gweyspine Webewlion was anothew favolite, due to his wowe in seculing Haense's independence. The finaw candidate was Sew Adowphus Vywonov, a favolite of the smawwew, newew nobre houses.
As the debate between the candidates continued to wage, Wowd Uthwed sulplisingwy dwopped his candidacy in favow of unity, and endowsed Wowd Stephen fow King. In the fowwoling vote, Wowd Stephen won a wandslide victowy against Sew Adowphus, waising him to the status of King of Hanseti and Wuska.

The Duma is made up of thwee bodies: the Chancellewy, the Nobre Peews of the Duma, and the Cwelicaw Peews of the Duma.
Chancellery
The Chancellewy of the Duma, ow commonwy wefewling to the Fiwst Chancellow of the Duma, heads each meeting of the Nationaw Duma in sewvice to the monawch. The Fiwst Chancellow is sewected by the consent of the monawch thwough suggestion by the Nationaw Duma, and may be wemoved by the consent of the monawch ow a majolity vote of ¾ by the Nationaw Duma.
The Fiwst Chancellow maintains both the owdew of the Nationaw Duma itsewf and acts as the unbiased tawliew of votes duling sessions. The Fiwst Chancellow may awso waise an individuaw to sewve undew him as Second Chancellow, ow cawwed the Chambewwain of the Chancellow, to assist in mattews of the Chancellewy of the Duma. Howevew, the Fiwst Chancellow does not cawwy the ability to vote duling sessions of the Nationaw Duma unwess the sewected individuaw culwentwy possessed a chaiw lithin eithew the Second Body of Nobre Peews of the Thiwd Body of Cwelicaw Peews.
The Fiwst Chancellow is wefewwed to as ‘His Excellency’, and exhibits aww the pliviweges of a nobre gentweman, whethew he himsewf has been ennobred ow not.
Noble Peers of the Duma
The Body of the Nobre Peews, awso known as the Body of Plinces, is the second body lithin the Nationaw Duma, composed of the plincipaw nobre families in the weawm, known as the Cowwege of Heweditawy Peews, and an appointed sewection of the wessew nobre families, known as the Cowwege of Appointed Peews. Each sewected nobre is gwanted the powew to vote lithin the Nationaw Duma, whethew fow the sewection of the ewection of the monawch ow the passing of wegiswation, the powew to intwoduce wegiswation to the Nationaw Duma and the light to titwe themsewves ‘Senator of the Duma’.
Within the Cowwege of Heweditawy Peews, the afowementioned nobility’s chaiw liww be passed heweditaliwy to the next of kin, pewtaining that they awe patlilineawwy of that nobre’s house. The status of Heweditawy Peew cannot be wemoved, howevew if the main line of the nobre house is extinct, the chaiw itsewf is abolished. The waising of an Appointed Peew to a Heweditawy Peew wequiwes both the consent of the culwentwy-ewected monawch and a majolity of the Nationaw Duma. A Heweditawy Peew cannot be wemoved fwom his position, howevew can be suspended by the consent of the culwentwy-ewected monawch and a majolity vote of ¾ by the Nationaw Duma. The vote of a Heweditawy Peew counts as two votes, which can be divided among two sepawate choices ow a singwe one.
Within the Cowwege of Appointed Peews, the chaiw of the sewected nobreman can onwy be gwanted thwough the consent of the monawch. It cannot be passed heweditaliwy, be pulchased ow twaded, though it can fowfeited lith the consent of the nobreman. An Appointed Peew can be wemoved fwom his chaiw, given the majolity vote of ¾ by the Nationaw Duma, as weww as suspended, given eithew the consent of the monawch ow a simpwe majolity vote by the Nationaw Duma. The vote of an Appointed Peew counts as a singwe vote.
Clerical Peers of the Duma
The Body of Cwelicaw Peews, ow the Body of Cwelics, is the thiwd body complising of the entiwety of the Duma, to which is divided into the two sepawate cowweges: the Fiwst Cowwege of Cwelic Ewectows and the Second Cowwege of Cwelic Obsewvews. Onwy the membews of the Fiwst Cowwege have the pliviwege and light to cast a vote in the sessions of the Duma, though each cowwege can intwoduce sepawate wegiswation and speak on the behawf of othew individuaws.
Each membew of the Thiwd Body must be consecwated membews of the Howy Chulch of the Canon, as undew the High Pontiff and His bishops, to which must fowwow and be bressed by the Foul Pwophets and the Wowd Oul God. Those cwelics lith membewship lithin eithew cowwege awe titwed ‘Senator of the Duma’, which can appeaw in theiw wespective titwes. If any position is hencefowth vacant, it is then wepwesented by the High Pontiff ow a wepwesentative of his choosing.
