The Treaty of Thales was a document written by the then Emperor of the Imperium of Oren, Robert Chivay during the time in which the descendant races resided in the realm of Thales. The treaty was created to bring an end to the bloodshed and war that had plagued the Imperium of Oren, the Silver Enclave of Haelun'or, and the Grand Kingdom of Urguan, along with many other smaller parties since The Fringe. It notability led to the genocide of the Snow Elves, with most being sent into exile. While it is dated as being signed in 1475, it actually occurred much earlier due to a misconception with the calendar for the first few years within the realm of Thales.

For long war has plagued this realm. The descendants of Malin, Horen and Urguan clashing has wrought only death and misery and must come to an end. These two nations have come to an agreement which ends this conflict, relegating the bad blood between these two people to a past to be forgotten.

I. The Grand Kingdom of Urguan formally exiles all elves from within its borders. Pledging never again to offer them asylum or vassalage under their rule. Exceptions may be granted by the Sohaer of the Silver Enclave of Haelun’or.

II. The Grand Kingdom of Urguan expels and further denies any Human faction or sovereign state, pledging to deny the aforementioned any asylum, protectorate status, vassalage, or otherwise direct support. Exceptions may be granted by the Emperor Robert Primus Aeldinicus Chivay.

III. The Silver Enclave of Haelun’or formally exiles all snow elves from within its borders. Pledging never again to offer them asylum of vassalage under their rule.

IV. The Imperium Tertius expels and further denies any Dwarven faction or sovereign state, pledging to deny the aforementioned any asylum, protectorate status, vassalage, or otherwise direct support. Exceptions may be granted by the King or the Clan Council.

V. The Establishment of an extradition court, between Urguan and Imperium Tertius, whose efforts are aimed at rooting out and delivering any fugitives to their respective nation, to be properly tried and judged based on the nations’ respective laws.

VI. The Agreement between the Imperium Tertius, Haelun’or and the Kingdom of Urguan of a two year ((2 week)) ceasefire, should the discovery of new lands that are more favorable for the nations to settle, guaranteeing a safe transition and peaceful settling.

VII. The Dwarves of the Grand Kingdom of Urguan and Silver Enclave of Haelun’or shall cleanse the realm of the blight known as the mali’fenn or snow elves. There is to be no mercy upon them nor peace to be made with them.

VIII. A town shall be established, ruled by both Haelun’or and Urguan. No snow elves or any elves of high elven blood may live within this town. Exceptions to the rule of no high elves may be granted by the Silver Enclave of Haelun’or.

   The leader of this town shall be selected by a majority vote of all residents of the town. Half elves do not count, for they are twice cursed. This leader administers the town.
   The town shall remain neutral in all worldly conflicts.
   An entrance will be made available for the Council of Haelun’or and Lords of Urguan to use as is required. They may not be barred entry from the town at any time.
   Criminals, the impure and undesirables may be culled and exiled from the town by either faction as they deem fit.
   The town’s name is to be selected by the Silver Enclave of Haelun’or and must be named using elven, as is tradition for elves. This name must be used.
   Both Haelun’or and Urguan have a veto on the creation of new laws within the town.
   Both Haelun’or and Urguan may police and enforce laws within the town, as they deem fit.
   The head of the Guard must be approved by both Haelun’or and Urguan to be appointed. If approval is revoked by either one of them at any time, another must be found.
   A guard must be established to enforce the laws of the town.
   The town must provide grain and other food products to both Haelun’or and Urguan which is equivalent to 20% of their yield. 10% to one nation and 10% to the other.
   ((In the event Urguan and Haelun’or are to return to war, the ownership of the town is to be decided by a /roll 2 with 1 granting Haelun’or ownership and 2 granting Urguan ownership)).


IX. Haelun’or formally apologizes for the acquisition of the Golem Anvil in Asulon.

X. To further strengthen this new found peace, The Imperium Tertius, the Silver Enclave of Haelun’or and the Grand Kingdom of Urguan shall agree to the uninfringed movement of labour, livestock and capital between one anothers lands, with restricted areas in place for each body.

XI. Similarly, to allow fair trial between one anothers nations and due process of law during cases concerning international criminality, an extradition treaty shall be signed between Haelun’or and Urguan to allow the transfer custody between one anothers nation bearing both parties agreement.
