Owyn III (Common: Owyn III; High Imperial: Ovinus III), born as Laurence August Pruvia-Albarosa, was a Kaedreni statesman who now serves as High Pontiff since 1802. Prior to his enthronement, Owyn III was Premier of Kaedrin, Lord-Spiritual of the House of Lords & Prince-Archbishop of Albarosa. He was also an active political commentator on Kaedreni politics, the Kingdom of Hanseti-Ruska & the philosophy of Providence: finding a more moderate tone on his critiques of the latter two as he grew older.

Golden Bulls

Shortly after his enthronement, Owyn III published the Primus Bulla Aurea Albarosa: where he shrunk a longtime Septarchy into a Pentarchy, radically expanded the Curia, and filled these positions with younger clergymen primarily from Hanseti-Ruska & Providence. This was complicated due to the Halcourt Schism however, forcing His Holiness to turn his Pentarchy into a Septarchy once more.

This Septarchy was re-established, including with an announcement of further reforms to the Palatinate Guard & praising those involved in the response against the Karosgrad riots of 1802, in the Primus Bulla Aurea Jorenus. This Golden Bull also marked the beginning of a policy where the bulls would not carry the name of the location of His Holiness, but to which diocese it held the most relevancy.

The Secundus Bulla Aurea Albarosa would finalize the reforms of the Knightly Order of All Saints, turning it into the Supreme Order of Exalted Owyn. The title of Knight-Regent was replaced with that of Apostle-General, and new titles in Flexio were awarded to the remaining members. He would furthermore finalize the commission that would re-introduce the Ruska Rite, and work towards improving his clergy's relationship with the human nations.

The Halcourt Schism

The Halcourt Schism, named for its initiator Cardinal Cyril Halcourt of Borealis, formed when Cardinal Halcourt became associates with former hostile elements to His Holiness' Premiership of Kaedrin in the 50s. Fabricating that a Saint had intervened for Cardinal Cyril to rescind his non-decisive vote, he summoned a council at the same time and day of what would be the First Diet of Bishops held by Cardinal Pelagius of Albarosa.

Shortly after the publication of this schism, Bishop Alfred of Henrikev spoke on behalf of the Haeseni clergy to condemn this schism, being joined by the (Arch)bishops of Jorenus & Valwyck shortly after. This schism would come to its climax in the trial of 1802/355 ES in Karosgrad, during which the auditor of the tribunal ruled the schismatic party 'not guilty' against the wishes of the clergy. This ruling protected them from punishment by the Church for their claims of a Saintly intervention, thus also defying the wishes of the High Pontificate of Owyn III for the schismatics to be excommunicated.

Despite the trial concluding in favour of the schismatics, many of their supporters and rogue elements attempted to storm the Basilica of Karosgrad: looting it with the Clergy still inside, with an attempt on the life of His Holiness being made by one of the aforementioned rogue elements. It would be due to the intervention of the Haeseni Royal Army that the violent agitators would be pacified enough for the clergy to escape through a broken window: regrouping in the Reinmar keep afterwards to plan their discreet evacuation to Providence.

With great reluctance, High Pontiff Owyn III maintained the schismatic cardinals in communion with the Holy Mother Church: but reminded them that any further transgressions against the institution would result into the resumption of ecclesiastical prosecution. It was deemed as a truce between the Holy Mother Church and the Halcourt schismatics. Tensions still remained however, as a violent riot was also organized in Providence: which was thought by the Pontiff to cost the life of the Auditor-General who declared the schismatics not guilty. His Holiness, furious that the violent protestors had now killed a member of the clergy, initiated a former inquiry with the Imperial State Army. It is considered the first "senseless murder" of a clergyman since the days of Darfey, as the rioters were supposed to appreciate the Auditor-General for his lenience to the schismatics.

In 1803, the reinstated albeit de facto ousted Cardinal Vuiller sought a confession with His Holiness in the Basilica of Ex. Godfrey of Providence. There, as a sign of penance, he resigned from his role as 'Cardinal Vuiller' and asked for forgiveness. Such was given when the Holy Mother Church reinstated him as Grandmaster of the Palatinate Guard and as a Bishop of the village of Southbridge. He resigned again shortly after however, being awarded the title of Knight-Regent Emeritus.

The Richard Helvets Controversy

During the Karosgrad riots of 1802/355 ES, Richard Victor Helvets had in a cloud of madness pursued his protesting daughter and attempted to stab her to death in the crowd. This would lead to his arrest by the Haeseni Royal Army, and his eventual execution in the city of Karosgrad. His Holiness would only hear of his fate during his evacuation to Providence. As his former Premier and close friend, Owyn III struggled with the limitations of His Office, as his advisors forbade him to publish a public eulogy and pursue his beautification.

The controversy stems from the Albarosan clergy within the Holy Mother Church, who had experienced Lord Helvets prior to his dementia and old age as a respectable statesman and Kaedreni icon. With the Kingdom of Hanseti-Ruska deeming him a mad criminal, and with the Holy Orenian Empire still fazed by his opposition to the dissolution of the Commonwealth of Kaedrin: neither dioceses of Jorenus & Providentia were comfortable with the desires of the Albarosan clergy and His Holiness to express public reverence. Although the controversy led to no particular outcry or discontent: it is said that Cardinal Amadeus, Pelagius & His Holiness Owyn III were privately displeased with the political reality surrounding this affair.

Relationship with Hanseti-Ruska

The High Pontiff had prior to his election led an active life in politics, which has rendered him a controversial clergymember since the beginning of his service. Inheriting the Bishopric of Ves from the assassinated Cardinal Károly, who was suspected to be lured to his death by Vice-Chancellor Rodrigo of Jorenus & the Haeseni government at the time by his peers in Kaedrin and the investigators Erasmus von Gertreide & Father Anseld, his tenure as Bishop was immediately marked with a geopolitical fallout between the Commonwealth government in Kaedrin and the Monarchy in Hanseti-Ruska.

This eventually led to various publications being authored that scathed the Haeseni public and government, but which brought him immense popularity among the Kaedreni: eventually becoming appointed to the position of Premier under Richard Victor Helvets. Although the relationship between the Kaedreni and the Haeseni had changed significantly: the reputation of the then Cardinal Albarosa as a public enemy to Hanseti-Ruska had not. Which led to severe stress on the relationship between the Holy Mother Church & the Kingdom of Hanseti-Ruska upon his election in 1802/355 ES.

However, against the expectations of both clergy & Haeseni, High Pontiff Owyn III would find himself sympathetic to Jorenus clergy and the discrimination they had faced under prior Pontificates. He would greatly expand the representation of Haeseni clergy within the Church, apologize to Queen Isabel Barbanov for his past publications, and openly praise the Haeseni for their nationalism and traditional cultures. Although Owyn III could never heal the wounds created by decades of political partisanship, it did earn him the loyalty of the Haeseni clergy: who enjoyed the newly given praise, liberties & representation.

The relationship between the Holy Mother Church & the Kingdom of Hanseti-Ruska effectively normalized, although the individual reputation of the man behind the Pontiff would remain poor.
