Cesar de Pelear, regally known as Cesar I, is the founder and first Viceroy of the Viceroyalty of Hyspia. Under his reign, he saw the reinhabitation of the abandoned Savoyard city of Niseep, which became the first capital of the newly formed Viceroyalty. He is also credited with creating the first independent Hyspian state since the time of the Kingdom of Hyspia. As the Viceroyalty was a state separate from the Old Kingdom, the Viceroy took the regnal number I as he did not see himself as a direct successor to the de Rivera Kings. Despite initially maintaining Hyspia's independence, a drought forced the Hyspians off Niseep which caused them to settle in Haense as a vassal of Karl III of Haense. However, Cesar maintained his titles and some privileges. After abdicating in the year 115, he was murdered and flayed by a gang of bandits a year later in 116. His flayed and beheaded corpse was left hanging from the walls of the church in Ciudad de Plata for his family to find. He was the longest reigning Hyspian Monarch to date, reigning for 37 years before his abdication.

Early life

Born in the waning years of the Barony of Arenisca, the young Lordling only spent about two years within Arenisca before being moved to the Kingdom of Elysium by his Father and Mother. Arenisca was soon fully abandoned, and the Lordling would spend the majority of his young life in Elysium. His education came primarily from his Mother and Father tutoring the young Cesar personally, and he became knowledgeable in History and Military strategy. From this education, the young Cesar learned of the old Kingdom of Hyspia and how its people had been thoroughly divided and scattered after its dissolvement. Over the years, this would mold Cesar's mindset and beliefs into what would inspire him to one day found the Viceroyalty of Hyspia.

Cesar's young adulthood would be marked by the starting of the Orcish-Elysian War, which caused the Horde to invade Cesar's childhood home and sack the capital city of Elysium. Despite having been raised in Elysium, Cesar surprisingly felt a minimal connection to Elysium, and was more concerned with the safety of his family than defending Elysium. Knowing that there was a sizeable minority of Hyspians within Elysium, Cesar convinced his family to leave Elysium before the fighting grew worse, and just before the Horde surrounded the capital Cesar would lead his family and other Hyspian followers out of the city.
